Petunia Blankenhooper is Charlie, Teddy, Toby, Gabe and PJ's maternal grandmother. She is Amy's mother, wife of Hank Blankenhooper and Bob's mother-in-law. She did mention that she does not have a computer, does not know how to work a VCR and doesn't have a DVD player. She calls and talks to Teddy and Charlie, while Amy and Gabe avoid her phone calls. Gabe refuses to because of it not being Christmas or his birthday, and Amy just leaves, saying that she isn't in the room ("Bye Bye Video Diary"). Evidently, she must've gotten a computer and learned how to use the internet, because she has a Buddy Page ("Alley Oops"). Whenever Amy had a problem, she used to tell her to get over it and deal with it ("Girl Bites Dog").
In Good Luck Charlie, It's Christmas!, when the family comes to her house for a Christmas vacation, she constantly blames Bob for stuff that's out of his control with his children (mostly Charlie's rambunctious behavior). After Charlie ruins her glass reindeer collection, she blames Bob and locks him in the guest room for a "time-out", but after Teddy and Amy call for help to get to her house, she lets him go with the boys to help them out while leaving Charlie in her care. She then notices Charlie's behavior when she's messing something up in front of her and at the end of the movie, she forgives Bob, telling him "Well, I know one thing you're good at, making beautiful babies". She says this and hugs her daughter after it's revealed that another baby (Toby) will soon be born.
